非中心城市高校应在促进高水平大学与自身服务区域间的联系过程中发挥中介功能。这将有助于促进高校间的合理分工和密切合作 ,提高非中心城市高校的办学水平 ,增强高水平大学服务社会的针对性 。

Universities in non\|central cities should function as the buffer between top\|level universities and their service communities. This will improve the close cooperation and reasonable division of labor between universities and raise the administrative level of universities in non\|central cities. What is more, the directions by which the top\|level universities serve the communities will be clarified. Thus, the whole system of higher education will be given full play to serve the society more effectively.
