摘要
国有企业经营管理者职务消费是客观存在的普遍现象 ,具有两面性、合法性、随意性、膨胀性等特点 ,其功能既有正面的 ,也有负面的。职务消费失控是当前国有企业经营管理中的一个大问题 ,正确可行的改革方向是实行经营管理者职务消费货币化管理 ,促进“红色企业家”队伍健康发展 ,增强国有企业市场竞争力和稳定发展的劲头。
The duty consumption of the managers of SOEs is a general phenomenon. It has positive effect on giving the business managers an incentive as well as negative effect on increasing the enterprises' cost due to its dual-face, validity, random and dilatability features. The only possible solution for losing control of the duty consumption is to pay the managers a sum of money as their duty consumption, which can not only promote the sound development of those revolutionary entrepreneurs but strengthen SOEs competitive abilityin market.
