国际公约就船舶污染事故的预防、应急处置、污染赔偿等有关问题作了具体规定 ,而中国相关法规滞后 ,文中就国内有关法规及国际公约、近年来福建海域船舶污染事故、如何解决目前有关问题等几方面 ,分析和阐述尽快建立油污赔偿机制的重要性、必要性。
To establish an effective regime for compensation for oil pollution damage is the basic way to improve the emergency capability of oil spill and decrease oil pollution damage for China.The countermeasure and necessity of establishing a China regime for compensation for oil pollution damage is discussed.
