The Initial Rectification of China's National Defense Industry after the `September 13 Incident'

“九一三”事件后 ,中共中央鉴于当时国防工业管理体制混乱、领导班子不团结、产品质量差等方面存在的严重问题 ,决定由周恩来、叶剑英、李先念、余秋里领导整顿。他们依靠各级干部、国防科研人员、生产战线的工人、担负试验任务的人民解放军指战员 ,排除“左”倾错误的破坏和干扰 ,认真查找问题 ,制定整改措施 ,进行坚决地清理和整顿 ,不仅稳定了工作秩序 ,保证了国防工业科研、试验、生产的正常进行 ,而且也为 1 975年的全面整顿奠定了基础。

After the `September 13 Incident' in 1971 the Communist Party Center decided that Zhou Enlai,Ye Jianying,Li Xiannian and Yu Qiuli should lead a rectification of the defense industry sector in light of its chaotic administration,disunity among its leaders,product quality problems and other serious problems.They relied on officials,national defense researchers,production workers,and PLA troops engaged in experimental work to expel `Left' deviationist destruction and meddling.They investigated the problems involved and developed measures to rectify them,resolutely cleaning up and re\|organizing the sector.They stabilized that work situation,ensuring the normal conduct of national defense research,testing and production,and laying a foundation for the full\|scale rectification of the economy in 1975.
