摘要
建立经营者人力资本的识别评估机制的前提条件是解决经营者市场有效竞争缺损和有效需求不足问题。其建立途径 :一是构造职业经营者推介、认证和网络交易三位一体的市场结构 ;二是构造经营者人力资本的企业评估体系、市场评估体系和社会评估体系。
Solving the problem of low competition and insufficient effective demand is the pre condition for developing an evaluation system for a manager's human capital. The solutions for these problems are: a) restructure the managers market by putting introduction, certification, and net trade in a same frame; b) develop an enterprise evaluation system, a market evaluation system and a social evaluation system for manager's human capital.
