Probe into Setting up Enterprise in Mode of Company for Railway Branch Lines

对有条件的铁路支线进行规范的公司制改造,组建规范的公司制企业(简称支线公司),是推进铁路支线改革,实施“干支分离”,加快铁路运输体制改革的需要。分析了支线公司有高度依赖铁路干线等4个特点,根据其特点,提出在建立支线公司时需考虑合理界定支线公司管辖、经营和收支范围等8个有关管理和经营机制方面的问题。

To modify those suitable railway branch lines into norma-tive companies and to set up normative company-mode enterprises(hereinafter branch line company) is the need of pushing forward rail-way branch line reform, realizing separation of mainline and branchline and speeding up the reform of railway transport mechanism. Basedon the analysis of the four characters of branch line company (such asstrongly relying on mainline), it suggests to consider eight aspects inview of managerial mechanism when setting up branch line company,e.g. well define the scale of branch line company precinct, manage-ment and income/expenses.
