荷兰的少数民族指移民。其教育政策在 1980年以前具有双向性 ,1980年前后是为了用荷兰文化化解移民子女已有的文化背景 ,把他们培养为荷兰社会的成员。在 1985年 ,荷兰政府以改善处境不利儿童的学习机会为核心 ,把有关政策整合为EPP计划。 90年代初开始实行的新政策的最大特点是分散、多样化和增加自治度 ,EPP计划发生了变化。但是变化所带来的结果不容乐观。
Ethnic minorities in Holland are immigrants. The country's educational policy was bidirectional before 1980. Around 1980, it aimed at training immigrant children into members of the Dutch society by assimilating immigrant children's cultural background into the Dutch culture. In 1985, the government changed its relevant policies into EPP Plan in order to improve learning opportunities for children in unfavorable situations. The most striking characteristics of the new policy carried out in 1990 were decentralization, deregulation and increased autonomy. EPP Plan has changed, but the results of the change are far from being optimistic.
