风险管理是项目管理最具创造性的任务之一。风险管理应结合项目策划一并进行 ,策划离不开风险分析 ,风险分析为策划提供决策依据 ,风险管理是项目策划的基本内容。通过案例说明从项目开始实施到项目采购、设计和施工等所有环节 ,都涉及开发合同策略 。

Risk management is one of the most initiative tasks in project management. Risk management and project planning should be combined together,because project planning needs analysis,and risk analysis provides evidence for planning,at the same time risk management is the basic content of project planning.In order to determine risk level and the methods of controlling risks,this paper discusses how to develop the contract strategies through the whole construction procedure including project procurement route,design and consturction,etc.
