摘要
2001年12月11日中国正式成为世贸组织（WTO）的成员。这种新环境,一方面加速了我国融入到世界经济一体化潮流的进程;另一方面,也带来了我国政府公共行政的严峻挑战。根据新环境的需要适时地转变政府职能是抓住机遇、迎接挑战的根本性对策。
China became one formal member of WTO on December 11th. 2001. The new change of environment accelerates the economic globalization process of our country, and in the same time, it brings severe challenge to the public administration of our government. The relevant change of governmental function requires people to grasp the opportunity and face the challenge according to the new environment.
