摘要
通过分析新疆生产建设兵团地区的生物质资源情况以及相关行业政策,并针对典型地区发展分布式生物质直燃供热技术的经济性进行分析,对现阶段分布式生物质直燃供热技术在新疆生产建设兵团地区的可行性进行分析研究。分析结果表明,从整个生产建设兵团来看,棉花秸秆资源非常丰富,行业政策方面生物质散料燃料则基本没有获得政策支持;技术经济性分析表明,分布式生物质直燃供热项目的税后动态投资回收期为13.44 a,税后投资财务内部收益率(internal rate of return,IRR)仅为4.38%,虽然分布式生物质直燃供热技术具有较高的环保效益,但在新疆生产建设兵团地区目前以燃煤价格为计算基础的22元/m2供热价格以及无相关针对性实际补贴政策的条件下,即使棉花秸秆的收购价仅为120元/t,分布式生物质直燃供热技术项目的投资经济性依然欠佳。
This paper analyzes the biomass resources and related industry policies in Xinjiang Production and Construction Corps,as well as the economics of developing distributed biomass direct-fired heating technology in typical areas,and analyzes the feasibility of distributed biomass direct-fired heating technology in Xinjiang Production and Construction Corps.The results show that cotton straw resources are very abundant in the whole production and construction corps,and the biomass bulk fuel industry policy is basically not supported by the policy.In addition,the technical and economic analysis shows that the dynamic investment payback period after tax of distributed biomass direct-fired heating project is 13.44 a,and the internal rate of return(IRR)is only 4.38%.Although distributed biomass direct-fired heating technology has high environmental benefits,the current heating price is 22 Yuan/m2 based on coal-fired price in Xinjiang Production and Construction Corps and the actual subsidy policies are not relevant,even if the purchase price of cotton straw is only 120 Yuan/t,the investment economy of the distributed biomass direct fired heating technology project is still poor.
