作为世界上最大的发展中国家,我国需要立足于不同领域或部门的差异特征,通过选择适当的触发机制以推动不同时期的整体改革开放战略。1978年我国以农村实施家庭联产承包责任制为切入点,触发或驱动了整体的市场化改革和对外开放。现阶段我国经济体系面临着一系列的结构性问题,这些问题在性质上具有'表象在非农领域,根源在农村部门'的特征。我国实现改革开放再出发和经济高质量发展,需要立足于城乡二元结构和城乡关系演变的特征事实,以率先推动农村经济体制变革为切入点来获取新的动力源泉,通过农村变革这个触发机制驱动新一轮的整体经济发展。加快农村土地、劳动力、资本等要素的市场化进程,推动农村产业融合和城乡基本公共产品均等化配置是现阶段我国率先推进农村经济体制变革的主要内容。

As the largest developing country in the world,China needs to advance the reform and opening up in different periods by selecting appropriate trigger mechanism based on the different characteristics of different sectors.In 1978,the implementation of household contract responsibility system in rural areas triggered the market-oriented reform and the opening up.At present,China’s economic system is exposed to a series of structural problems with the characteristics of'reflected in the non-agricultural sector but rooted in the rural sector.'Deepening the reform and opening up and achieving the high-quality economic development require China to drive a new round of overall economic development by utilizing the rural economic system reform as a trigger mechanism based on the binary urban-rural structure and urban-rural relationship evolution.The main content of China’s rural economic system reform is to accelerate the marketization of rural land,labor,capital and other factors,and promote the integration of rural industries and the equalization of public goods between urban and rural.
