县市政府组织变革与人力资源运用问题分析——以“台中县市合并”为例

摘要 在海峡两岸,向来缺乏地方政府整并的经验研究。本文以台湾推动台中县(市)政府合并个案为例,聚焦人力资源运用问题探讨其推动经验。先后通过深度访谈、搜集媒体报导,进而进行内容分析。研讨个案面临哪些人力资源运用问题?研究发现由"业务功能调整、组织员额编制、人员权益保障"提出说明。主张应以过程论规划县市合并作业,依序运用辩证论、目的论主张引导组织推动变革。
