多层级治理二十年:历史、现状与未来——评《多层级治理:缺失的联系》 被引量：1

摘要 1993年,著名学者Gary Marks在其文章"Structural Policy and MultiLevel Governance in the EC"中,首次正式提出了"多层级治理"(Multi-Level Governance,MLG),将这一概念引入学术讨论之中。此后在欧洲,主要是在欧盟的政策制定和政治研究领域,MLG广为流行。简言之,它涵盖了政策制定和执行过程中不同管辖层次上政府和非政府行动者的活动。
