传统医疗在日本的复兴和发展——以“标准”和“规范”为着眼点

在日本,传统医疗是指,汉方和按、摩、针、灸等法律认可的医疗类似行为。传统医疗本身的科学性以及疗效为其贏得了生存和发展空间。在国家层面,日本专门为传统医疗制定法律法规,一方面在制度上为传统医疗的科学性提供了根据;另一方面为传统医疗的应用设定了安全底线。此外,在传统医疗的市场化方向上,日本以国际标准为基准制定汉方的生产质量标准;为一般用汉方制剂的互联网销售亮起绿灯;提供多元化的知识产权保护途径。

In Japan the traditional medicine includes the kampo, toning massage, acupuncture, moxibustion and bone-setting therapy. Because the traditional medicine has been scientifically proved and has effects,it has an irreplaceable position in Japan. National laws and regulations made in this field not only officially show that the traditional medicine is well grounded or well established, but also guarantee the safety borderline of its application in the clinic. Furthermore, in the economic perspective Japanese government has devoted great efforts to pull up the standard of GMP to the highest international level, turned on the green signal for selling kampo listed in the OTC categories via the internet, and designed multiple methods of protecting IP rights of the traditional medicine, especially kampo.
