在'一带一路'政策逐步推进的国际大背景下,中国企业在海外市场因商业贿赂或者操作规程违反当事国的法律法规及相关制度等违法违规行为,受到了当事国行政或司法机关的处罚,遭遇了前所未有的合规风险。因此,如何有效控制风险,避免违规操作成为企业更好地开拓国际市场,树立良好形象的重要抓手。国有石化企业作为中国民生企业的核心力量之一,在将国内优势资源带入海外市场的同时,应该根据东道国的国情,尽快建立起符合当地法律法规及政策的合规制度体系,实现企业的良性发展,增强企业在国际市场的核心竞争力。

In the international context of further promotion of'One Belt and One Road'policy,in the overseas market,Chinese enterprises have been punished by the administrative organs or judicial organs of the countries concerned for their illegal behaviors such as commercial bribery or violation of the laws and regulations and relevant systems of the countries concerned due to their operating procedures,thus encountering unprecedented compliance risks.Therefore,how to effectively control risks and avoid illegal operations has become an important starting point for enterprises to better explore the international market and establish a good image.Stateowned petrochemical enterprises as one of the core strength of the people’s livelihood enterprises in our country,the domestic advantage resources into overseas markets,at the same time should be according to the host country local conditions,as soon as possible to establish a composite compliance of local laws and regulations and policy system,to achieve the new round of benign development of the enterprise,enhance the core competitiveness of enterprises in the international market.
