摘要
洪水风险图是实施洪水管理的重要手段和基础,是防洪抗旱减灾体系建设的重要组成部分。为全面满足我国洪水风险管理的需求,提高洪水风险图编制质量,探讨了洪水风险图编制过程中存在的洪水量级的选择、基础资料的要求、洪水分析方法的选择、洪水组合原则、边界条件的确定、模型参数率定与模型验证要求、中小河流洪水计算方法选择、单溃口和多溃口的判别、洪水区划及其指标的选择等问题,供洪水风险图编制技术与管理人员参考。
Flood risk maps are an essential tool and foundations for flood risk management and one of the most critical components in flood control and drought mitigation. In order to meet the requirements of national flood risk management and to provide high quality of flood mapping, the technical issues of flood risk mapping are discussed, including selected flood magnitude and analysis methods, the requirements for basic data, the principle of flood combination, definition of flood boundary conditions, parameters calibration and validation for modeling, option various calculation methods for small and medium rivers basins, distinguishing between single and multiple levee breaches; as well as indicators for flood regionalization. Each component of the risk mapping should be consistent, and the return periods should not be less than 100-years. Furthermore, the technical details to achieve those criterions are proposed. This study provides technical support to ongoing flood risk mapping and has reference value for developing flood risk management strategies.
