摘要
上海长江口杭州湾海塘和黄浦江防汛墙是上海防汛的两条重要生命线。随着全球气候变化及不确定性灾害的增多,现有的工程体系应对潜在风暴潮灾害的风险仍在加大,其防御水平和应对措施一直是管理者关注的重要问题。针对上海近年汛情新特点,在系统收集调查全市海塘、黄浦江防汛墙等资料的基础上,全面复核评价各防线现状情况、实际防御水平、适宜的标准、主要的问题和风险,并对存在的问题分别提出了对策措施。
Flood control in Shanghai relies mainly on the seawalls along the Hangzhou Bay at Changjiang Estuary and the flood wall along the Huangpu River. With the global climate warming and corresponding apparent increase frequency of flood disaster, current flood control system and risk management are facing a challenge on prevention storm flood and severe super typhoon, which bring a great concern about flood protection countermeasures. This paper focus on flood characteristic at Shanghai in recent years,the flood control abilities and standards,as well as risk management are reevaluated according to the data collected from flood wall along the Huangpu River. This paper also proposes detail countermeasures for flood control.
