Global Economic Crisis and Challenges of African Regional Integration

当前的全球经济危机加大了非洲地区一体化的压力,但内外挑战使得这一进程并不容易。在非洲内部,相互重叠和竞争的地区主义、发展议程的安全化,阻碍着地区一体化进程;而来自外部国际社会对非洲地区主义的竞争性方法也将对地区整合产生消极影响。要克服上述挑战,非洲需要利用国际行为体日益关注非洲的机遇,将非洲从'竞技场'提升为'竞技者';非洲也需利用全球性问题日益主导国际议事日程带来的集体行动的压力,推进非洲认同的发展。唯有如此,非洲才不致在可能的新一波地区主义浪潮中落后。

While the global economic crisis calls for regional integration,the internal and external challenges show that African regionalization is not easy.The overlapping and competing sub-regionalism inside the African continent,adding with the securitization of development agenda,makes African regional integration process not so desirable for Africans.The competing approaches of outsider actors make the perspective gloomier.To overcome these challenges,Africa needs to make best use of two historical opportunities:first,to move up from a“playground”to be a“player”of international arena under the context of Africa becoming the international focus;second,to build up African Identity in the age of global issue dominated the international agenda.Only to realize these two goals,Africa will catch up with the potential new wave of regionalism.
