Unscrambling Africa in the New Millennium

2014年9月22日,坦桑尼亚前总统姆卡帕(Benjamin William Mkapa)一行访问浙江师范大学非洲研究院,其间在浙江师范大学尖峰论坛作了专题演讲。姆帕卡现任南方中心理事会主席。他毕业于乌干达的麦克雷雷大学,1962年起在坦桑地方行政部门任职。1966年后长期担任《民族主义者报》和《自由报》主编,1974年任总统新闻秘书、坦桑新闻工作协会主席,1976年任坦桑尼亚通讯社社长。从1977年起,他历任坦桑尼亚外交部长、新闻和文化部长,驻加拿大高级专员、驻美国大使、科技和高等教育部长等职;1995年11月到2005年12月任坦桑尼亚总统。

The African countries in the new millennium unscramble themselves from the clutches of the colonial and imperial past.In grand mission of Africa Agenda 2063,success or failure will be primarily determined by Africans.This will necessitate substantial unscrambling of historical and existing ties with much of the developed world.Africa must formulate,independently,fresh relations with the developing South countries.In Africa,China’s relations with the Western counties in the African market place should be competitive.It should not be seen to be collaborating with the West to stifle Africa’s efforts as a means to lifting their people from the depths of poverty and disease.For such perception would generate a heavy backlash.Africa’s genuine friends must support its efforts to ensure that its natural resources benefit the world population irrespective of color,race and nationality.
