摘要 非洲的发展是一场沿革,而不是革命,但反思和重启非洲的发展会引发一场革命。非洲比以往任何时候都不需要通过革命,而要坚定不移地推动改进现有措施,不断发展。大多非洲国家曾经惨遭殖民统治,这种殖民经历严重扭曲了非洲的沿革和发展,并导致非洲获得政治独立之后,仍然被导向不利于自身发展的方向。 Africa’s process of development is an evolution and not a revolution.Re-thinking and re-starting its development is to evoke a revolution.Africa needs to make greater efforts and steadfast determination to push further the improvement of measures already underway for its development.The people of Africa were disgusted with slave trade,colonialism and distasted apartheid regime of South Africa.The same valor used to eliminate those evils should now be employed to purge the despiteful economic exploitation and oppression from the affluent countries.The world is changing and the people of Africa demand change.The people of Africa are not begging for the discriminatory world economic systems to be changed rather they must change them.They must change them in order to keep pace with changes in science and technology,changes in culture,social needs and mental changes to safe the Continent from being dwarfed in dismaying poverty,disease and ignorance-the most daunting enemies of humankind.Africa’s development is not a fairy story.It is a reality and it is here.This development is not a matter of re-thinking or re-starting rather lifting it up to higher heights so that Africa’s dream of standing up and be counted among nations can be realized.Therefore,the people of Africa are primarily responsible for their own development,dignity and respect.Africa needs not compete with anybody for its development,dignity and respect.However,it needs the cooperation from the rest of the world to realize its dream.Undoubtedly,the rest of the world also needs Africa.Africa’s comparative advantages for economic development can be compared to none in the world.Using available abundant resource endowments,Africa stands ready to continue working with genuine partners in the world for mutual benefit.
