历史上,欧非关系的特殊性与复杂性一直备受关注。冷战结束后,因应国际格局和地区形势的发展变化,欧盟陆续对其非洲政策进行了一系列变革和调整,不仅使机制上更具统一性、内容上更具综合性,而且形式和内涵也都有了很大的创新。通过这一系列调整,新时期的欧盟对非关系定位和对非政策框架日渐清晰,新的欧非关系模式也已初具雏形。本文聚焦'调整'这一主线,通过分析欧盟调整对非政策的主要原因、重点内容以及成效与不足等,来考察欧盟对非政策的历史演变,借以把握欧非关系的阶段性特征和未来发展趋势。

Historically,the complexities and particularities of EU-Africa relations is a hot topic both for scholars and others.After the cold war,therehad been significant changes in the international and the regional situations.In order to deal with such new situations,the EU started to make a series of structural adjustments on its policies towards Africa.With these adjustments,EU treats the African states with some new definitions and policy frameworks,a new bilateral relation pattern is emerging.Focusing on the motif of adjustment,by analyzing the causes,key components,achievements and shortcomings,the article studies the history of EU policies towards Africa,and tries to reveal the periodical characters and future trend of the bilateral relations.
