The Politics of Developmentalism & Industriali zation in Africa:Lessons from Zambia

本文通过回顾赞比亚共和国的发展历程,系统评析撒哈拉以南非洲的国家主导型工业化。除非彻底改造全球经济秩序,否则非洲的国家主导型工业化肯定失败,事实上对资本主义宗主国的技术依赖更加深化。本文主张,国家主导型工业化若要取得成功,非洲的政治精英必须重新致力于提高国有企业的效率。本文还呼吁非洲政府节约使用搞工业化的借贷资源。

This paper critiques the performance of state led industrialization in Sub-Saharan Africa by critically reviewing the experience of the Republic of Zambia. Without a fundamental restructuring of the global economic order,Import substitution industrialization in Africa is bound to fail, as technological dependency on metropolitan capitalist powers is in fact deepened. The paper argues that for state led industrialization to succeed;Africa’s political elites should re-focus on efficiency of Public Enterprises. The paper also calls for more prudent utilization of resources borrowed by African governments to finance industrialization.
