城市大气污染防治规划指标体系研究

Index System of Urban Air Pollution Prevention and Control Planning Research

建立城市大气污染防治指标体系是大气环境保护工作的基础,面对我国城市大气污染防治由单一排放源的末端控制转向倒逼城市发展模式和经济增长方式的源头管控,围绕大气污染防治指标体系的特点,在分析我国大气污染防治指标体系的发展历程以及存在的问题基础上,从环境质量、污染控制、社会协调3个层次建立起大气污染防治指标体系,使指标能够更加有效衡量大气污染防治措施实施效果。同时,通过案例城市指标体系的研究,为乌鲁木齐以及其他城市大气环境保护规划提供重要参考依据。

The establishment of the index system of urban air pollution prevention and control is the basis of atmospheric environmental protection. Urban air pollution control has changed from end-treatment of the single emission source into restriction of urban development patterns and economic growth. This article establishes a three-levels index system, including environmental quality, pollution control, and social coordination, in the analysis of the features, progress and problems existing in the air pollution control index system of our country. The indicators can be more effectively measure the effect of the air pollution control measures. At the same time, the case study provides an important reference for the atmospheric environmental project to the city of Urumqi and other cities.
