欧美经验对我国环境技术管理的启示 被引量:5

摘要 环境技术可为环境标准制(修)定、环境执法和监督提供技术保障,也可以引导企业研发、应用先进技术,充分发挥先进技术的减排作用。中国2007年发布的《国家环境技术管理体系建设规划》提出构建环境技术指导文件的框架体系,但到目前,仅发布了17项污染防治最佳可行技术指南,在中国污染减排工作中发挥的作用不显著,与欧美发达国家存在较大的差距。应充分借鉴欧美环境技术管理制度在法律制定、技术评价方法、实施机制等方面的成功经验,从强化顶层设计、夯实最佳可行技术法律基础、构建技术筛选和管理制度等方面,完善中国环境技术的管理机制。 Environmental technology can provide technical support for the development of environmental standards and management. It can also guide enterprises to develop and apply advanced technology, give full play to the role of advanced tech-nology to reduce pollutant emissions. Early in 2007, The National Environmental Management System Technology Plan has been released, proposed framework to build environmental technical guidance documents. But so far, only 17 best available techniques pollution control guidelines have been released. The role is not significant in China′s pollution reduction work, and there′s a big gap with the developed countries. It is necessary to learn from the successful experience of developed countries about environmental technology management system, such as law-making, technology evaluation methods, the implementation mechanism, ect, and strengthen top-level design, solid legal basis for best available techniques, building technology screening and management system aspects, so as to improve our management mechanism of environmental technologies.
