河南省低碳农业发展战略研究

分析了河南省发展低碳农业的必要性和可行性,指出了河南省低碳农业发展的存在的问题:河南省农业生产环境恶化、农民素质普遍较低、农业产业化水平低、技术研发体系薄弱和技术服务体系不完善、低碳农业缺乏配套的扶持政策等问题。提出了加强舆论宣传和教育培训、完善低碳农业服务体系、完善长效低碳农业政策机制、促进农业科技研发和推广建设、加强低碳农业监管等推动河南省低碳农业发展的战略举措。

The necessity and feasibility of developing low-carbon agriculture in Henan province. The problems of low-carbon agricultural development in Henan province were analyzed, which include agricultural environment has been polluted, the peasants quality is in general low, the government propaganda is inadequate, low-carbon guide agricultural industrialization level is low, technical research and development system is weak and technical service system is not perfect, and matchable support policy on low-carbon agriculture is lack. According to the problems which were analyzed, low-carbon agriculture strategic measures were put forward to promote the developing low-carbon agriculture in Henan province, which are to strengthen the propaganda of public opinion and education and training to set up correct sense about low-carbon agriculture, to perfect the technical service system of low-carbon agriculture, to perfect the long effective mechanism of low-carbon agriculture policy, to promote the technical research, development and extension, and to strengthen the supervision of low-carbon agriculture.
