从依法治志的实践和信息传播技术的发展略论史志立法

On the Legislation of Historical Records from the Practice of Administering Records according to Law and the Development of Information Communication Technology

《地方志工作条例》(以下简称'条例')实施以来,地方志事业在依法治志的导向下得到长足发展。当前,国家赋予地方志机构的职责持续加强,方志资源开发利用在信息传播技术发展推动下得到丰富和拓展,地方志及其成果的社会地位和影响不断提高和增强。地方志要从一项工作向一项事业转型发展,就必须实现依法治志,即《中华人民共和国史志法》(以下简称《史志法》)的立法工作十分必要。本文从制定和实施《史志法》是地方志事业发展的必然和历史选择、信息传播技术在方志资源开发利用上的延伸和突破对法律保障的要求等方面略论史志立法。

Since the implementation of the regulations on Local Chronicle(hereinafter referred to as'regulations'),the cause of local chronicles has made great progress under the guidance of administering chronicles according to law.At present,the responsibilities entrusted to local chronicles by the state have been continuously strengthened,the development and utilization of local chronicles resources have been enriched and expanded under the promotion of the development of information and communication technology,and the social status and influence of local chronicles and their achievements have been continuously improved and strengthened.In order to transform and develop from a work to a cause,local chronicles must be governed by law,that is,the legislative work of the History Law of the People’s Republic of China(hereinafter referred to as the Historical Law)is very necessary.In this paper,from the formulation and implementation of the Historical Law.On the necessity and historical choice of the development of local chronicle,the extension of information communication technology in the development and utilization of local chronicle resources and the breakthrough of the requirements for legal protection,this paper briefly discusses the legislation of historical Chronicles.
