从法制层面剖析城市管理综合执法陷入困局的原因主要在于城市管理制度立法保障的缺失与执法人员法律素质的薄弱,并尝试针对性提出城市管理破解困局的对策:立法先行;提升执法队伍法律素养;实施柔性执法。

This paper analyzes the causes ofpredicament of law enforcement in the city of China. The author argues that the causes are the deficiency of city management laws and the officials ' insufficient law quality. Therefore,the author points out the countermeasures: legislation first; promoting the quality of the officials and enforcing law humanizedly.
