福建自贸试验区金融开放进展与问题透视

Developmentsand the Perspectives of Financial Opening up in China (Fujian) Pilot Free Trade Zone

随着监管意见和实施细则的逐步落地,福建自贸区金融开放的部分试验任务得到了落实推进,取得了一定的成果。但就已有的制度安排来看,部分开放措施已在全国范围内不同程度推开,加之监管层面的谨慎性和福建自贸区基础条件的限制,金融开放制度红利并未得到充分释放。与此同时,随着国内外宏观环境的变化,境内外资金价格差扭转,国内地区间跨境资金通道的竞争日趋激烈等都是福建自贸区金融开放面临的新问题。福建自贸区应加强监管协调尽快全面落实试验任务,坚持需求导向加快跨境综合金融服务创新,积极推进两岸产业金融综合服务发展。

Along with the progressively releasing of regulation policies,parts of the major tasks of financial opening up in Fujian FTZ have been carried out. Nevertheless,several policies among these have been pushed on in a national-wide,the prudence of authority and the underlying limitations of Fujian FTZ have restricted the release of the benefit from innovations. Meanwhile,under the changes of the macro economy,the spread of capital between domestic and offshore market began to reverse,the competitiveness of cross-border capital channels among regions are becoming increasing intensive. Fujian FTZ should strengthen the coordination of regulators to practice all of the tasks of financial opening up as soon as possible,accelerate the innovations of cross-border financial services by the practical needs and enhance the development of industrial and financial services cooperation between Fujian and Taiwan.
