摘要
《国家新型城镇化规划(2014-2020)》将生态文明全面融入城镇化进程,"十三五"规划也提出绿色城镇化的发展理念,城镇化是推动生态文明和绿色发展的重要领域和主要抓手。实现经济—资源—环境的协调发展、提高区域生态效率,是我国新型城镇化建设中的核心课题之一。本文采用超效率DEA方法对我国30个省(市、自治区)2005-2014年的区域生态效率进行测度,分析其变化趋势及地区差异,并基于新型城镇化的视角,使用面板数据计量模型进一步分析区域生态效率的影响因素。研究表明:2005-2014年间我国区域生态效率表现出显著的地区差异,且差距有扩大趋势。以新型城镇化视角构建区域生态效率影响因素的模型拟合优度高,能够较好地解释区域生态效率的影响因素;
National New Urbanization Plan(2014-2020)integrates ecological civilization requirement into the process of urbanization,and the thirteenth five-year plan also calls for green development of urbanization.Urbanization is the important field and the main aspect to promote ecological civilization and green development.Implementing coordinated development of economic-energy-environment and improving regional ecoefficiency is an important task of the new urbanization.This article uses Super Efficiency DEA method to measure regional eco-efficiency of Chinese 30 provinces(municipalities and autonomous regions)in 2005-2014,and analyzes regional differences.Then on new urbanization perspective,this paper uses panel data model to analyze the influencing factors of regional eco-efficiency.The results show that:during 2005-2014,the regional eco-efficiency in China presented significant regional differences,and the gap tended to expand.In the perspective of new urbanization,the influencing factors model of regional eco-efficiency fits well.A-mong the factors,the degree of R&D input and the proportion of tertiary industry are the important factors that affect the regional ecological efficiency.Therefore,the new urbanization construction may regard increasing technology input and adjusting industrial structure as a focal point,simultaneously paying attention to the coordination of population–environment and the improvement of pollution control investment efficiency.
