On the Central Bank and Banking Supervision System

关于中央银行和银行监管体制的问题 ,一直是近年来理论界讨论的热点问题 ,也为实际部门所广泛关注。本文从回顾我国中央银行和银行监管体制变迁的过程出发 ,对中央银行和银行监管体制的现实矛盾进行了分析 ,具体讨论了中央银行与银行监管体制既相对独立又保持一定粘连的必然性 ,在此基础上 ,提出了中央银行与银行监管确立“大统一、小分设”体制的方案 ,相应给出了具体解决银行监管体制若干矛盾的思路 ,对改进银行监管的基础性工作也进行了展开分析。

The central bank and banking supervision system has been a highlight issue of both theoretical and practical sections in recent years. In the paper, on the basis of reviewing of the development of China's central banking and supervision system, the author analysis existing contradiction between the central bank and banking supervision system and discuss their relatively independence and the close relation on the other side. Finally, some policy suggestion and proposes are put forward.
