区县社科联权力清单的经济学研究——以重庆市涪陵区为例

An Economic Study of Power List of Social Science Association of District or County——Taking Fuling District as an Example

党的十八届四中全会提出全面推行政府权力清单制度,这是我国深化行政体制改革,建设法治政府、廉洁政府的重要举措。区县社科联是在地方党委政府领导下的学术性群众团体,其权力主要体现在社科规划、社科评奖、刊物编辑和社科知识普及4个方面。尽管区县社科联部门、权力、职能小,但贡献、作用、影响大。履行好区县社科联权力清单,发挥好认识世界、传承文明、创新理论、咨政育人、服务社会功能,应建立健全机构,增加人员编制;强化权力职责,提高行政权力;加强人才培养,壮大社科队伍;加大财政投入,拓宽经费来源;加强权力监督,防止权力滥用。

The Party put forward the system of full implement of government right list in the Fourth Plenary Session of the Eighteenth Central Committee, which is an important initiative to deepen administrative reform and to build a government of law, innovation and incorruption. Social science association in districts, lead by local government, is a kind of people's academic organization, whose power is expressed primarily through social planning,awards on social science, edition of periodicals and popularizing knowledge of social science. Despite of the limit of its power, social science association contributes a lot to the society. In order to function fully in world recognition, civilization heritage, theory innovation, consultation and education and social service, social science association should build a sound system, increase its staff, strengthen its power and responsibilities, improve its administrative capacity, recruit more talents, increase financial investment and prevent the abuse of power. The concept of power list of government put forward by the Party in the Fourth Plenary Session of the Eighteenth Central Committee is an important move to construct a law-ruled, innovating and clean government. The social science association of a district or a county under the leadership of the local party committee and government is the people's academic organization of which the power is mainly embodied in the following four aspects: planning of social sciences,prize awarding of social sciences, editing of journals, and popularizing of social sciences. Although the social science association of a district or county is limited in terms of power and function, it has great influences on the society. In order for the social science association of a district or county to fully fulfill its functions of cognizing the world, inheriting civilization, innovating theory, educating people through consultation, and serving the society, it is necessary to establish and improve institutions, increase working staff, reinforce power and responsibility, promote administrative power, strengthen personnel training to expand the team of social sciences, increase financial investment to extend the source of funds, strengthen power supervision and prevent power abuse.
