Cultural governance is an important way for the government to guide,standardize and shape the norms of civic behavior,cultivate aesthetic wisdom,and create common culture and core values.In combination with cultural governance and the current context of China,the government proposes to'create a national civilized city',combining cultural construction with good governance of the country,which is an innovative practice of cultural governance.In the process of building a civilized city,the cultural conservation behavior of Xiaogongyuan Kaibu District of Shantou is a cultural policy and cultural protection activity put forward by the government under the background of establishing a national civilized city,which has a strong cultural governance characteristics and has the positive significance of'cultural turn'to urban civilization,cultural transformation,common culture,cultural industry,citizen quality improvement and so on.
