政府权能的行政生态学探讨

A Study of Administrative Ecology of Governability

本文借用行政生态学理论框架 ,探讨了转型期我国行政模式的特征和积弊 ;论证了在新世纪为适应信息社会信息权威的潜存和“入世”后外驱动力凸显等行政生态新要素的变迁 ,积极进行政府权能改革的紧迫性和必要性 ;并提出了适应加入WTO后进行政府权能关系调整的可行性思路 。

Using the theoretical framework of Administrative Ecology, the essay discusses the features and problems of “Prismatic Administrative Model' in China; then it points out the importance and necessities of governability reform under the pressure of transformation of new administrative ecological factors in the new century, which includes the emergency of information authority, the out-drive of China's entrance into the WTO etc. Finally, the essay provides the feasible ways to modulate the governability relationship and several specific choices to reform the governability, in order to meet the WTO system's requirements and to get in pale with the information era.
