The year after year increase in the utilization of foreign capital by Shenyang has promoted the adjustment of Shenyang's industrial structure, pushed up employment, and accelerated the economic development of Shenyang area. After China joining WTO new changes have appeared in the structure and mode of foreign investment. We have to take corresponding measures to adjust our industrial structure, to improve our environment for foreign investment, and to raise the ability of stateowned enterprises in dealing with these changes.
