Fairness and efficiency are the aims pursued by all the economic action and political action of human society. They are the social themes in the area of social morality and ethics cared about by the ethicists of all countries. The two have the dialectic relationship of the unity of opposites. They are both mutually contradictive and mutually interdependent. 'Efficiency first, also considering fairness' is the basic principle in dealing with the relation between fairness and efficiency in the elementary stage of socialism of our country.
