The key for legal system construction for libraries is to establish a sound legal guarantee system. This guarantee system includes not only specialized laws for libraries and related regulations authorized by legislative institutes, but the non standard documents, rules and self disciplined criteria to ensure the enforcement of the laws and regulations. It also contains the international agreements and conventions concerning the administration of libraries ratified by the government.\;
