在陕北不断发生的油田恶性事件,表现为油田企业与地方政府的利益冲突,其深层的原因是我国矿产资源产权在法律上是清晰的,但是在现实中确实模糊的,并且权界定本身也存在是否合理的问题。解决冲突的办法是对产权进行确切地界定并给权保护,同时还要国家其他政策的配合。

Many serious incidents have happened occasionally in the Changqing Oil Field which locates in north of Shann'xi province.The ostensible reason is the interest conflicts between the petroleum enterprise and the local government.The true reason is that our country hasn't legislated to distribute the property rights of mineral resources effectively and reasonably.The solution of these conflicts is to establish law system to distribute property rights definitely and safeguard them.Additionally,the central government need other policies to help settle these conflicts.
