A Compound Republic Make It Probable——A Study of "the Intelligent Crisis of American Administration"

美国著名行政学家、政治学家和政治经济学家文森特·奥斯特罗姆所著的《美国公共行政的思想危机》从1973年首次出版,该书的一个重要观点是从公共选择的视角出发,提出了一种与官僚制行政理论不一样的行政范式。此后若干年,该范式的小而有效的政府思想成为90年代世界各国政府改革的指导思想,行政改革的深度和广度不断推进。在进入21世纪后,社会发展对于公共行政的要求越来越高,政府能否正确地担当其角色变得越来越重要。在政府改革的深度和广度日益推进的时候,我们在注重行政制度建设的细节时,应该回头看清楚,在根本上支持这种行政范式的基础是一种扎实的宪政体制。正是这种能容纳多种利益诉求的复合共和体制,提供了民主制行政范式的可能。

The American famous professor Vincent Ostrom published his great book,'The Intelletual Crisis in American Public-Administration'in 1973.One of the important opininons of the book was that there ex- isted a different administration formula besides the traditional bureaucracy theory.In 90's,the'small and ef- fective government'became the key one in the government reformation.After entering the 21'Century the requirement of social development to the public administration is much higher than before.The government is playing an important role in the procession.When we pay much attention to the details of the administration system,we should learn that it is the constitutions that support this democracy admisisbration formula.It is the Compound Republic that made room for the different interests and the formula possible.
