Governance capacity modernization of ethnic frontier regions has been both the important content of China's political modernization and national governance system and the modern characteristic component of governance. According to the new situation, the frontier minority areas' existing governance concept, system and model are the constraints of the modernization management ability to some extent. Understanding these factors will help us identify the scientific and effective way to enhance the corresponding management capacity.
