摘要
高新技术园区呈现产业层级的转型与升级、园区建设从产城分离到产城融合两大重要趋势,构成其公共设施建设的逻辑起点。高新技术园区公共设施建设,分为基础性、发展型、战略型三个层次。当前存在的问题主要有:体系相对完整,但整体水平不高,质量不尚有提升的空间;体制机制上具有先发优势,但存在优化的可能。最后从宏观与微观层面提出了高新技术园区公共设施发展的若干趋势。
High-tech parks present two important trends: industrial-level transformation and upgrading,separation of industrial and manufacturing areas from the separation of production and production, and production-city integration, which constitutes a logical starting point for the construction of public facilities.The construction of public facilities in high-tech parks is divided into three levels: basic, development, and strategic. The existing problems mainly include: the system is relatively complete, but the overall level is not high and the quality does not have space for improvement; the institutional mechanism has a first-mover advantage, but there is the possibility of optimization. Finally, several trends in the development of public facilities in high-tech parks were proposed from the macro and micro perspectives.
