福利国家"福利经济制度改革趋势探析

On the Trend of Welfare Economic System Reform in the "Welfare States

20世纪70年代以来,"福利国家"出现了危机,从而导致了对福利经济制度的改革,福利经济制度的改革已经成为一种国际趋势。由于"福利国家"福利经济制度的改革要受到多种因素的制约,如社会福利思潮的发展变化,不同政党、不同政治力量的发展变化,对平等与效率、国家与私人、统一与差别等矛盾的处理,"福利国家"的经济状况,经济中的一些具体因素,"福利国家"的主要矛盾等,福利经济制度的改革趋于复杂化。在目前的形势下,社会福利会朝着"社会化"、"私人化"的方向发展,但不会完全"社会化"和"私人化";社会福利将会走"第三条道路",而且还会朝着国际化的方向发展。

The reform of welfare economic system has been carried out substantially in 'welfare states' because of their crisis since 1970s, and this reform has become an international trend. The reform in the 'welfare states' is restricted by many factors, such as the evolution of social welfare thoughts, the power changes of political parties and groups, the coordination of such contradictories as equality and efficiency, the public and private, unification and difference, and etc. Therefore, the reform of welfare economic system tends to be complicated. Under current circumstances, the trend of social welfare is 'socialization' and 'privatization', but not completely socialized or privatized. The social welfare will go to 'the third way', that is, the trend of internationalization.
