The Political Program in Zhenguan Times' is an important book in the developing history of China's administrative ethics, summing systematically up Li Shimin's.(Emperor of Tang Dynesty)tactics of running a country and containing rich thoughts of administrative ethics. The norms of the administrative ethics it embodies, such us regarding the people as the foundation, appointing officials according to their virtues, being honest and diligent in performing the official duties and being in all sincerity and justice, are of great value for all levels of cadres to draw lessons form them.
