2014年8月5日,美国防部副部长罗伯特·沃克在美国国防大学发表演讲时提出,时任美国需要制定第三个"抵消战略"(Offset Strategy),以维持美国的不对称军事优势。9月3日,时任美国防部长哈格尔宣布,他已指令沃克和主管采办。
