Study on the Structure of Modern Social Governance:The Substance,Basics and Key of Co-construction,Co-governance and Co-sharing

现代社会治理格局即共建共治共享社会治理格局的提出是对我国既往社会治理实践的发展与创新,具有丰富和独特的内涵,反映出我国社会治理从机制创新、体制完善推向格局营造新阶段,呈现出全面共治的系统要求,要求政府角色从"主导"向"负责"的重要转变。现代社会治理格局命题的提出切实回应当下中国社会治理困境,敏锐捕捉了社会治理改进契机,是人民发展观的逻辑延伸,植根于中国特色社会主义和中华传统文化,在多维度契合分配正义,最大限度地提升全社会价值认同。构筑共建共治共享社会治理格局的关键在于,激发社会组织和社会成员参与社会治理、全面完善社会治理制度体系、运用科技手段提高风险预防和处置能力等,切实提升社会治理的社会化、法治化、智能化和专业化水平;同时,要着力培育社会主体公共性与治理意识,激发社会深层活力。

Modern social governance structure,is the development and innovation of previous social governance practice in our country,which has rich and unique connotation. It reflects our social governance stepping in to a new stage,presents system requirements of comprehensive cogovernance,and require government to take it role from 'leader ' to 'guarantee '. The proposition of modern social governance structure responses to the practice predicament of Chinese social governance,and keen to capture the social governance improvement opportunities.It is a logical extension of people development concept and rooted in Chinese characteristic socialism and Chinese traditional culture. It multi-dimensionally corresponds to distributive justice and greatly promotes social consensus. There are four key points to build modern social governance structure. In order to promote social governance Socialization,legalization,intelligence and specialization,we should stimulate social organizations and social members to participate in social governance,comprehensively improve the system of social governance,make use of technology to improve the ability of risk prevention and problem disposal,and so on. We also should strive to cultivate the public and governance consciousness of social subjects and stimulate the deep vitality of society.
