摘要
中央提出“扶贫攻坚”战略以来,我州少数民族贫困地区无疑成为这场攻坚战的主战场。对即将到来的新世纪,我们既面临着机遇也面临着挑战,我们能不能赢得这场扶贫攻坚战的最终胜利,为下一世纪能有一个更大的发展打下坚实的基础?笔者通过对我州部分民族贫困地区的社会实地调查,在文中明确阐述了最重要的问题不是自然资源、地理环境,也不是民族信仰、生活习性等,最重要的是人,是人口素质提高的问题。为此,笔者从我州民族贫困地区人口素质现状、原因与症结、政策性建议及措施三个方面,充分论述了提高凉山州民族贫困地区人口素质,加强基础教育工作的迫切性与重要性。
Since the introduction of“helping the poor fight against poverty”by the central gov- ernment,poverty - striken areas in Liangshan Prefecture have become major battle - fileds of this campaign.We have chances as well as challenges in the coming new century.Can we win this campaign at last and lay a solid foundation for greater developments in the next century7 After on the spot investigations at these areas,We conlusion ed that what counts most is not natural resources,geographical environment,nor national belief,habits and customs,but the im- provement of population quality.Starting from the status quo of population quality the reasons, problems and measurements of policy - making,this paper fully expounds the urgency and im- portance of improving population quality and enhancing elementary education in poverty- strik- en areas of Liangshan Prefecture.
