政策失误是天然林破坏的主要原因 ,要保护天然林 ,必须制定合理的政策 ,制定政策首先必须明确政策目标。本文在论述天然林保护工程实质涵义、指导思想、天然林保护要处理好的几大关系的基础上 ,提出了长江上游地区天然林保护政策的基本目标和具体目标 (生态目标、社会经济目标、体制目标、区域目标 )

Policy mistake is the main reason for natural forest deterioration.In order to protect natural forest,policy target should be defined and rational policy should be made.The real meaning and guideline and several relationships of natural forest preservation are elaborated and the basic targets and concrete targets are proposed in the paper.
