摘要
1947至1950年,中共处在逐步占据军事主动权,不断夺取中心城市,并且向全国进军的重要历史阶段。如何平稳接收城市,成为指导形势发展的中心政策环节。中共中央有效地克服了部队的农村习气、放纵与混乱,制定了一整套系统的政策,顺利开始了对城市的管理。这是中共管理新中国的最初一章。
The years from 1947 to 1950 was critical for the Chinese Communist Party. The party was steadily taking the dominant control of military power, while taking over metropolitan cities and launching the nationwide campaign. The guiding principle was to take over the cities in a smooth manner. As a result, the Central Committee of the Chinese Communist Party managed to formulate a series of policies, which set the takeover on a right track by ridding the army of confusion, selfindulgence, and the bad rural habits.
