欧盟制宪与欧洲一体化:国际关系的解读

A Study of Convention and European Integration from the Perspective of International Relations

本文简要介绍了国际关系对欧洲一体化的研究,指出欧洲一体化、特别是欧盟制宪大会的召开,反映了国际关系在区域范围内的某种准国内化,或者说区域国际社会的契约化。欧洲一体化的实质是要建立一种超国家治理,这种超国家治理能够解决成员国相互间和共同对外的外部性。欧盟制宪大会反映了欧洲各国想要赋予一体化这种超国家治理更明确的政治和法律地位的愿望,它预示着国际关系将进入一个民族国家体系和超国家治理体系并存的后现代国际关系时代。

This paper presents a brief introduction of European integration studies by the scholars of international relations (IR). Taking the Convention as an evidence,the author argues that European integration reflects the internalization or constitutionalization of regional international relationship. The objective of European integration is establishing a supranational governance by which member states could settle their internal or external problems. The convention shows that European countries want to provide this supranational governance with a clear political and law status. The convention reveals that a new era of international relations -so called'post-modern'- of co-existing of nation-state and supranational governance is coming.
