The evolution of middle & small scale enterprises' finance structure and the development of middle & small scale financial institutions is coming to a deadlock in Wenzhou. This fact reflects that the development of China's financial system is still bogged down in mere quantitative increase without qualitative growth. To further develop middle & small scale enterprises, we need to respect nongovernmental institutional innovations with diversification in institutional arrangements and promote the growth of private middle & small scale financial institutions.
