创新和发展中国特色社会主义法治理论并以其引领和繁荣法学研究,具有重大的历史和现实意义。中国特色社会主义法治理论是中国特色社会主义理论体系的重要组成部分,是中国特色社会主义法治道路发展的必然结果,是中国特色社会主义法律体系形成和完善的必然产物。创新和发展中国特色社会主义法治理论,必须坚持中国共产党的领导,突出中国特色和社会主义本质;必须坚持传承、借鉴与创新相结合,体现民族性和原创性;必须坚持理论联系实际,突出实践性和针对性。以中国特色社会主义法治理论引领和繁荣法学研究,必须强化法学理论工作者的政治意识和政治担当,系统深入研究党的十八大以来法治建设经验和习近平法治思想,形成合力加强重大理论攻关。

It is of great historical and realistic significance to innovate and develop a theory of rule of law with Chinese characteristics and use it to lead and promote legal studies in China.As an essential part of the theoretical system of socialism with Chinese characteristics,such a theory is the necessary result of following the path of the socialist rule of law as well as establishing and improving the socialist system of laws with Chinese characteristics.To innovate and develop the theory of rule of law with Chinese characteristics,we have to uphold the leadership of the Communist Party of China and give emphasis to its Chinese characteristics and its essence as a socialist legal theory;carry forward our good traditions,learn from other countries and strive for innovations so as to ensure that our theory displays Chinese characteristics and originality;and link theory with practice,making the theory be more practical and target real problems.The key to leading and promoting Chinese legal studies by employing the theory of rule of law with Chinese characteristics lies in Chinese legal scholars strengthening their awareness of political integrity and responsibility,deepening their studies on the experience in developing the socialist rule of law since the 18th CPC National Congress and Xi Jinping’s thoughts on rule of law,and making concerted efforts to make theoretical breakthroughs.
